The story of the production of Richter's short--specifically, knowing that he made the various different geometric shapes and frames in the film with stop-motion photography and paper cut-outs--is infinitely more interesting than the short itself. Compared to something like Symphonie Diagonale, the patterns Richter presents are arbitrary and hence not really engaging apart from the fascination that their crude visual permutations elicits. Because it's not really eye-catching, I can only say: eh.
